The Cannabis Act took effect on 17 October 2018. Cannabis incidents before and after that date are not the same offence. Cannabis incidents fell sharply after that date. Other drug incidents did not. The drop in the total is that break, not other drugs going away.

Toronto deaths are confirmed and probable opioid toxicity deaths, assigned primarily by incident location. 2023–2025 are preliminary full years. January–March 2026 is shown separately.
