Definitions, coverage & sources
How groups are recorded
Bias groups reflect the suspect’s perception of the victim, as recorded by the Hate Crime Unit. An occurrence that names multiple groups counts once for each group. Labels follow the official police file.
Why the dates differ
Citywide totals cover 2016–2025. Group detail starts in 2018, the first year in the open occurrence file. A group’s year with no occurrences is zero. Unchanged first and last years can still have incidents in between.
Comparing with other police reports
This page counts by the year reported. The annual Hate Crime reports count by when events occurred and separate multi-bias cases from single-bias groups. Their published figures do not fully reconcile with this downloadable series, even after regrouping by occurrence year. Keep the series separate.
Police records do not capture every hate crime. Changes can reflect reporting patterns as well as changes in crime.
Counts and rates
Counts are the default. Rate per 10,000 divides by that year’s City of Toronto population. The police file has no annual population for each targeted group, so these are citywide rates, not a measure of risk within a group. Displayed rates are rounded to two decimals; 0.00 can represent a small non-zero count. Percentage changes use the unrounded rates.
